SurveyHub
SurveyHub is an online, pre-submission workspace to create, assemble, validate, certify and share survey plans, forms and associated datasets. The workspace is for land surveyors and their staff who work with plan submissions to the LTSA.
The system is designed to aid with efficiency, reduce defects and allow greater plan version control. It continues to be enhanced and developed over several phases and subsequent releases will replace the PDF submission with a web-based format. SurveyHub will co-exist with current submission processes in EFS while LTSA transitions to SurveyHub.
For every Survey Plan Certification (SPC) created in SurveyHub, a related Application to Deposit Plan (DSPL) is also automatically created in SurveyHub. The related DSPL is pre-populated with the Plan Type, Plan Number and Control # of the related plan. The plan number is not editable by any party other than the land surveyor. Everything else that is pre-populated from the SPC can be modified or removed.
Legal professionals do not have access to SurveyHub and any plan and DSPL created in SurveyHub may be emailed to the legal professional where they will continue to download the PDF forms and prepare the DSPL for submission through EFS.
Scope
The direction and guidance in this document results from the Director of Land Title’s authority and responsibility to regulate and approve the use of the SPC and DSPL. The Director of Land Titles and Surveyor General are collaborating in the development of SurveyHub to streamline the preparation and submission of survey plans and the associated land title forms.

Prepare Application Information
The information entered in this section will populate the DSPL form when it’s generated and in cases where the DSPL is shared with another myLTSA customer, all fields and schedules can be modified or removed except the plan number.
You can leave the Owner Name and Signatures Sections inactive in cases where you are working with another myLTSA customer and those sections are to be completed by another party after the application is emailed.
Affected Parcels - Legal Description of Land
4.1 |
Enter the PID and add to list. The system will enter the associated legal description. |

4.2 | If a PID number has not been assigned to the parcel, select the “Don’t have PIDs?” option and enter the related plan number and legal description. Parcels without PID numbers must relate to a reference, subdivision or strata plan number either in the same package or in a package previously submitted where the package is in a pending state. | |||||||||||||||||||||||||||

If you have an application with no PID and there is a related plan number, the system will retrieve the PIDs in the related plan application and link them to the application with no PID. This results in the application with no PID appearing as a pending document against all registered titles associated with the related plan number. |

In limited circumstances, neither a PID number or related plan number is required if the application is a plan over an unregistered parcel and it is submitted in the same package as a Form 17 Fee Simple with one of the following natures of interest:

When entering a plan number, you must enter a legal description. The e-filing system will reject your application if no legal description is entered. The following legal description abbreviations are acceptable:

4.6 | When manually entering legal descriptions, extraneous information such as preambles; references to an owner’s share in the common property; water; assessment; improvement district; or legal notations must not be included. | |||||||||||||||||||||||||||

For plan types that create new lots, enter the number of lots created. The system will generate the “new lots field” based on the plan type. |
Owner Information
4.8 |
You may be working with another myLTSA customer on this application and the owner information is to be completed by another party after the application is emailed. You can leave the Owner Information section inactive in those cases. |
4.9 | You can complete the information in the Owner Information fields manually or you can Paste from Title Search. In both options, you must select the Owner Type. |

10 If you Paste from Title Search, the system will complete the data entry in the Owner Information fields. You can view, edit, and remove the pasted title information as needed. |

The Paste From Title Search has some format limitations. The dialog provides instructions on how to set out the name, occupation and address and if there is any error in the format, the system will prevent the data entry until the issue is resolved. |

Optionally, you can enter the owner information manually. |

For individual or corporate owners, identify the tenancy and if applicable choose a capacity. |

For individuals, enter the given name(s), last name, occupation and address. |

When you complete the Owner Information fields, the system will generate the associated Owner/Charge Owner Signature Block applicable to the plan type. |
4.17 | A city, town, or village by itself is not a sufficient postal address. The address must contain a street or route number, post office box number, or general delivery designation as required by Canada Post. In all cases, the postal address must include a postal code. |
4.18 | If the corporation is neither incorporated or registered in British Columbia nor incorporated federally, enter the corporation’s name and attach proof of its incorporation to the DSPL e.g., certificate of status. A certificate of status is acceptable for six months from its date of issue. For more details, see Land Title Practice Manual para. 65.27. |

Signature Blocks: Owner/Charge Owner, Approving Officer, and Surveyor General
There are three types of signatures schedules: Owner/Charge Owner, Approving Officer and Surveyor General. Each schedule contains a dropdown menu listing the required approvals and signatories. When you select an item from the dropdown list, the field is populated automatically with the appropriate text.

If using the Add from Plan Statements, the system will read the plan statements that appear on the plan and generate a list of associated signature blocks for you to select and add to the DSPL. |

Select the applicable signatures and approvals and choose the appropriate option from the dropdown list. After you make a selection, the system will generate fillable fields to be completed at the time of execution and ‘trued up’ before electronic signing. |

The fillable signature fields can be modified in cases where more detail about the signature, witness or nature of the approval is required. For example, an approving officer’s approval under Land Title Act section 88 may be modified to include conditions of approval under the Local Government Act section 514(9). |
Additional Information

Informational and Supporting Documents
4.26 | An Informational document is not a requirement under the act, e.g., an email from the Registrar approving the use of an explanatory plan. A supporting document is any document required or allowed by the act or by any other enactment to be submitted with the application, e.g., a Surveyor General’s Notice of Conditions for a Block Outline plan. |
4.27 | A supporting document may be attached directly to the DSPL. It no longer needs to be attached to a Form Declaration. See the Supporting Documents for Electronic Applications for direction on preparing and submitting supporting documents. |
Certify Plan
The information entered in this section will populate the Survey Plan Certification form when you generate the form.
When the surveyor selects the type of plan in the Survey Plan Information section, the system will generate the appropriate fields in the SPC and DSPL forms, e.g., Form 9 certifications and new lots created fields will change depending on the type of plan.
5.1 |
Complete the BC Land Surveyor Information including commission number, company (optional) and address. The commission number will appear prepopulated from the Survey Plan Information section but it can be changed in the dropdown menu. Optionally, you can save or load a template. |
5.2 |
Select the applicable certification statements. The statements that appear are determined by the type of plan. |
5.3 | The field survey date is entered in the Survey Plan Information section and will be populated in this section as a read only field. |
5.4 | Complete the ECR # and the ECR Filed Date fields. When you click the Validate ECR button, the system authenticates the plan information by comparing the entries in SurveyHub with the entries made in the ABCLS ECR system for the same plan number/ECR #. For any non-matching values a warning will be generated which may need to be dealt with or can be ignored at your discretion. |
5.5 |
When you enter the ECR # and ECR Filed Date, the system will enter the text in the Survey Plan Certification field. You cannot certify the survey and plan until the ECR fields are complete. |
5.6 |
You must certify the plan is correct and that you were present and personally superintended the survey. The SPC form section 3 will automatically update when the certification is complete. You can download the form on this page. |
5.7 |
A land surveyor must e-sign the form before it can be submitted. The electronic signature certifies that the BC land surveyor is a subscriber under the Land Title Act and that when they electronically sign the SPC form they are also signing the attached plan. |
5.8 |
When a land surveyor e-signs the SPC form, the system generates the version number, control number and populates the DSPL with the plan number and control number. |
5.9 | You may proceed to the prepare submission step to email the plan or optionally, e-sign the DSPL if you are submitting the plan and plan application. |
5.10 | Once the form is e-signed, it cannot be modified in any way. |
5.11 | To e-sign a SurveyHub form, you must install your digital certificate on myLTSA. |
Sign Application to Deposit
Complete this section in cases where the land surveyor is the applicant and is e-signing and submitting the plan and plan application. If you intend to email the plan and plan application to a different myLTSA customer, proceed to Prepare Submission.
6.1 |
You may autofill this section from a template, create a template to autofill or manually enter the name, address, phone number and (optional) more information of the applicant. |
6.2 | Under the Land Title Act, the applicant on a plan application is the person who is entitled to submit the plan for deposit. The applicant section on the form constitutes the application to register the plan and must be completed by the applicant or the solicitor or agent of the applicant either before or after execution of the instrument. |
6.3 | If the transferee is exempt from land title office fees, select the fee-exempt checkbox. The application must be made on behalf of a ministry (name the ministry) and the ministry file must be referenced in the additional information field. |

6.5 | In cases where the form requires signatures, the form must be printed and executed. Any owner signatures must be witnessed by a person who is not an owner of the parcel affected by the plan. |
6.6 | After the paper copy is executed, the electronic form must be “trued up” to include all of the information included on the execution copy (paper copy), including the name and particulars of any witness, before the electronic form is e-signed. See the Practice Note on truing up (editing) an electronic instrument. |
6.7 | A subscriber must e-sign the form before it can be submitted. |
6.8 | The electronic signature certifies the authority to sign and if there is an execution copy, that the designate has the execution copy or a true copy in their possession. If a supporting document is attached to the application, the designate certifies they have the supporting document in their possession or a true copy of it if allowed by an e-filing direction. |
Prepare Submission
7.1 |
Once the documents are ready for submission, click Turn On Submission to start the process of preparing to submit the plan, plan application and dataset to EFS. When you Turn On Submission, you activate the version and control number to be accepted by EFS. You must Turn On Submission for the correct version of the plan. EFS will provide a warning to the user if the plan and plan application is not turned on for the version submitted to EFS. |

If you are the applicant submitting the plan and plan application, , you can download the e-signed SPC and DSPL and upload them to EFS. |
7.3 |
If you are working with another party and intend to email the documents, enter the email address for the recipient and click Send PDF files. The system will generate an email and attach the prepared PDF documents to the email. |

The receiving party will receive an email with the attached forms where they can download, save and prepare the fillable DSPL for submission and upload to EFS. |
