LTSA Policy Guidance regarding Use and Verifiers of the Property Owner Credential
16 April 2026
The Property Owner Credential provides a secure digital means for a property owner to verify ownership of their property to a third-party Verifier so as to access services provided by that Verifier. It is available to any property owner with an active BC Property Connect account.
In addition to the Terms of Use, LTSA has issued this document to provide guidance respecting intended Verifiers and the intended use of the Property Owner Credential and its limitations.
- The Credential is only to be used to demonstrate simple proof of property ownership. It is neither designed nor intended to replace a title search, and does not include important property information that can only be attained through a title search or from a State of Title Certificate.
- Verification of the Credential alone is insufficient for a legal professional, realtor, or other professional to satisfy their professional obligations, such as FINTRAC requirements, when facilitating a real estate transaction.
LTSA intends Verifiers to be government or other public bodies. Currently, the following Verifiers have been approved by LTSA to accept the Credential so the credential holder can access services provided by the Verifier:
- City of Vancouver
- Use of any services accessed through the Credential is governed solely by the terms and conditions, if any, established by the third-party Verifier. LTSA is not responsible for those services or a credential holder’s use of them.
